The Threshold Achievement Test for Information Literacy was created by a team of education, library, and measurement professionals. The primary development team consists of:

- April Cunningham, Project Leader for the Threshold Achievement Test for Information Literacy. She is also Instruction and Information Literacy Librarian at Palomar College in San Marcos, California, USA.
- Richard Hal Hannon, Rhetoric and Composition Consultant for the Threshold Achievement Test for Information Literacy. He is an English professor at Palomar College in San Marcos, California and Librarian at MiraCosta College in Oceanside, California, USA.
- Christine Harmes, Innovative Test Design Consultant for the Threshold Achievement Test for Information Literacy. She is an Evaluation, Research, & Measurement Consultant in Seattle, Washington, USA.
